The Evolution of the World Bank - Its Current Role and Major Challenges, including COVID-19

Paul Procee, Operations Manager of the World Bank for Argentina, Paraguay, and Uruguay

Mr. Paul Procee joined the World Bank in 2000 as a Consultant and has since held various positions in several Sustainable Development and Infrastructure units. For almost six years he worked in the World Bank office in China and more recently three years in Brazil. He has over twenty years of experience in the field of infrastructure service delivery and finance, environmental management and engineering, as well as sustainable urban transport and planning.

From 2000 to 2010, he worked in Washington DC as a specialist in sustainable development in Latin American and Asian cities. As an environmental specialist, he participated in information programs supporting the exchange of ideas and expertise involving clean air, waste management and the development of local initiatives in partnership between the private sector and governments.

He worked as Program Leader for Infrastructure and Sustainable Development in the Brasilia World Bank Office, Brazil, from December 2015 to July 2019 and was responsible for coordinating the Sustainable Development Portfolio of the World Bank in Brazil, including: Agriculture, Environment, Water, Transport & ICT, Social, Urban and Rural Resilience Global Practices

From 2010 to 2012, Paul worked in China as program leader and operations manager, providing guidance to team members in preparation and implementation for projects. Throughout his time there, he lead or coordinated a variety of development projects and evaluations including flood management, earthquake reconstruction, air quality, economic development, and disaster and climate risks.

From July 2014 to December 2015, he worked in the Beijing Office as Program Leader for Water, Transport & ICT, Social, Urban and Rural Resilience Global Practices in China and Mongolia. In this capacity he was responsible for coordinating around 70 IBRD Projects in the Water, Transport & ICT, Social, Urban and Rural Resilience Global Practices, for a total of US$ 9.3 Billion in loans.

Paul speaks four languages: Portuguese, Dutch, English and Spanish.
