Luncheon Speaker: The Honorable Justin Harman, former Ambassador from Ireland to Argentina

For the Tuesday, October 15, the UWCBA Monthly Luncheon, we are pleased to be meeting at the Círculo de Gendarmería, Paraguay 970. Those who wish to participate on Zoom are also welcome.

The cost of the luncheon will be $30,000 for members and $33,000 for guests. Cash only please.

The title of the talk will be “Russia and Ukraine: Seeds of the Conflict and its Escalation under Vladimir Putin.”

About the SpeakerJustin Harman is a former Irish Ambassador. He is currently a Lecturer in Irish Studies including at the Universidad del Salvador in Buenos Aires.  He is Vice President of the Asociación de Estudios Irlandeses del Sur (AEIS).

He is a member of the Argentine Academy of Communications.

He began his diplomatic career with an assignment in Buenos Aires in 1975-78.  Following other postings, including as press officer in the Irish Embassy in London in the 1980s, he was appointed Ambassador and Head of Delegation to the Organisation on Security and Cooperation in Europe (OSCE) in Vienna 1993-98.  He was appointed Ambassador and Permanent Representative to the Council of Europe in Strasbourg in 1998.  From 2003-2009, he was Ambassador to Russia and accredited also to states in Central Asia and the Caucasus. From 2009-2014 he was Ambassador to Spain and accredited to Tunisia and Andorra.  In 2014 he was appointed Ambassador to Argentina and also accredited to Chile, Paraguay, Uruguay and Bolivia. 

He was the Envoy of the Irish Government for Latin America during Ireland's recent successful campaign for a seat on the UN Security Council.

He retired from the diplomatic service in 2018. He is married to Carmen Casey who is Argentine.

 

Abstract

The war in Ukraine represents the foremost threat to European security and to the international order since WWII. Justin Harman was involved in successive assignments concerning relations with Russia from 1993 until the end of a six year assignment as Irish Ambassador in Moscow in 2009. He will provide a personal analysis of the  historical and political roots of the conflict between Russia and Ukraine, and an eyewitness account of the evolution and escalation of tensions in the period following the arrival in power of Vladimir Putin in 2000. He will critically assess the outcome of the policies of the West (US and Europe) towards Moscow over that period and examine options for a resolution of the conflict.
